This is something I have wondered, when I saw some presentations of Gotham and Metropolis; maybe someone can clarify this for me. I just have seen almost no people, no NPCs on the streets. You know from CoX or CO, there are always people walking and doing their business. In DCU in the vids I saw the streets were all empty. Maybe it was for the demo or just chance.
Can someone give me a more educated impression about this?

Cant really put hundreds of civilians walking around a city street, it would be massive grapical lag on your screen.

at 23 seconds, i doubt there'd be more civilians and vehicles than that when the game is released.
But, Co and CoH do with no lag. And a lot of em even come up and talk to you or can be rescued etc.

Cities look sort of *NDA*
Well I am sure they will populate the streets more, but if they don't I honestly wouldn't care. I am playing the game for hero (or villain) purposes alone and interacting witht he people is maybe 4th on my list. In CoX they populated the cities close to the end of beta they had the typical citizen in distress on all the streets in beta.

Making the cities look populated is pretty important if there is any real ambition to immerse or involve the player, the environment needs to feel alive and natural, but more often than not this is a client side addition that can be tweaked locally to ensure the business of the game proper takes priority.
I do hope that there will be instances whereby missions arrive from citizens running upto us in the street however and pointing out nefarious activities they have witnessed etc - not the fixed location mission giver types, who will give you the exact same mision every time you visit street XXX, but something more random organic and natural.
We often hear moans about instancing but there is a real need to add some dynamism and fluidity into the open world and the people in the street are a good source to employ.
The cities are looking good and alive.

in CoX a group of thugs with 9mm pistols going about doing their buisiness could hand your super strong invincible tank his ass too, that game had no actual super power as far as i could tell playing it for 2 months.
In CO, a hero with the power 'invincible' can get beat up by a wolf or zombie or gang member who punches you in the face.
In DCUO, a hero who is inspired by superman with roughly the same power thingies can get killed by a fat thug with 9mm pistol. Yes I dont mean group of fat thugs. I mean 'a' (single) fat thug.
Idk how you can say that CoX had no actual power. o.o I mean....o.O yah

Considering that developers have talked about an illusion that turns you into a citizen to blend in with the crowd until you strike, I think that its just the demo that hasn't shown them.
If you are talking about the city tour video, at one point he commented that it was taking a bit longer to load a zone because they were going into a special instance of it. I don't think it was the live instance that people are playing in. They also have been posting (near) daily comments from beta testers, and one of them commented on how much traffic there was.

Yes, there are vehicles and citizens. They are pretty well populated too.
What good would an MMO be without them? Or any RPG for that matter?
