Can someone please tell me if he's played in a game with a good leveling and ranking system? I mean that instead of just starting out as a hunter or mage you start as as a sailor for example in a ship and then u get promoted...
For example if in Voyage Century instead of starting with your own ship u would start as a sailor, then become second in command, then captain, the commodore....

A Tale in the Desert?
Not tonight dear...I have a haddock!
The title has nothing to do with what you are asking in the post itself... you are asking "what game has leveling that = rank".
Political and socio-economics is what Face of Mankind has in strides, and it lacks character progression all together. It does have a ranking system, but it's not really a form of progression outside of faction politics.

I believe Star Trek ONline gives ranks. BUt you also start out with your own ship
Captain then move up towards admiral etc.
Torrential: DAOC (Pendragon)
Awned: World of Warcraft (Lothar)
Torren: Warhammer Online (Praag)
Political and socio-economic systems? Go play eve online. As to ranks? Ranks? What's in a name? A rank is just a name or a title if you are referring to Star Trek Online. I guess your talking about the politically correct assumptions of actual responsibilities anb added abilities associated with said rank and/or titles. Are you kidding ? With todays further de-evolving (dumbing down) of complex game systems in MMO's this ain't happening. people are getting lazier by the day or not having enough time away from real life to spend much time in an online game or something.... They want everything simply handed to them on a silver platter with no thought, challenge, or complexity involved. The most complex thoughts todays game developers have is figuring out how to cause the players to consume time to make them keep subscribed for another month so they can generate more money. people don't have very long attention spans theese days. Thus is why so many games are going Free to Play. So Sad really. i miss the old days where you actually earned the gear and socio-respect in an MMO.
I'd recomend Uncharted Waters Online.. It has exactly what you're looking for.. Land and sea battles.. Being promoted to owning a ship full of you're own crew members.. Being able to openly pirate and "dock" other peoples ship with you're crew to win pvp battles ect.. Lots of land and sea to explore and places to discover..
Other then that maybe EvE ONline if you prefer p2p MMOrpg.

You start out as a boat captain in UWO, ranking up only gets you bigger/badder boats.
