www.fom2.com was up for a few minutes but was soon shutdown after nexeon relised there mistake.
They are also removing any thread that mentions this on there forums so i guess it's confirmed.

The first Face of Mankind had only eight static factions, which were permanent and persisted regardless of what might have happened to it economically or militarily. While this may have made things easier to control, it did not leave enough flexibility and room for change.

Factions - whether they are clans, corporations or other institutions – will in FOM2 not only be able to grow if it does well, but also diminish and ultimately fade away if it doesn’t. This was never possible in Face of Mankind as it would have broken the fabric of the game.
Instead, FOM2 will introduce an open faction system, meaning that factions can be founded by any individual that meets the minimum requirements set by us. These requirements will be measures of a certain amount of wealth and reputation gained by the player, ensuring that we will not have excessive fragmentation with a large number of small but ineffective factions, and instead have a smaller number of competent and viable factions.

Every new player to FOM2 will start the game as a civilian who will be able to join their faction of choice at a later point in time. This is in sharp contrast to the first Face of Mankind, where players had to choose from right at the very beginning – during character creation – which faction they wished to start off as. Very often, the decision to join a faction was based very much on a very short written description of the faction which ultimately fails to give justice to the complex nature of gameplay in the various factions, which inevitably will vary by vast degrees. Now, players in FOM2 can remain as civilians and observe these factions before making what may be the most important decision in their lives in FOM2
