Trying to remember old school rpg/strategy game, please help

There was a game around the year 2000 that was on a demo disk from pc gamer that I had and played, my comp could barely run it, like 1 frame every 2 secs but it was so much fun it was an rpg/strategy game where you could build things on islands in the sky, it was 3D, and you could even get in one of the planes that was built from the structure you built and you could fly it to the island of the enemy and shoot stuff, I had a hard time with it with like 1 frames a second but it was very fun and I searched and searched but just can't find it, anybody know what I'm talking about? I was a kid and loved that game but eventually forgot about it. Oh ya and you could shoot the enemy fighters out of the sky 2, and I think you could fly with a hover pack or something
