Play from outside N.A., EU or JP?

in Final Fantasy XI

Hello fellas,

 

I would like to purchase this game but steam can not sell due to it's inavaliability in my region. Does this mean that I can not play FFXI? Or if I buy the Direct 2 Drive one, I shall be able to play?
