You might want to download anyway since the game will be free and open to the public very soon. Smart money says on the 20th, but nothing is set in stone yet.
I would also suggest updating the game now unless you have good reason not to. Issue 21 adds a whole 2.5GB to the game client, so it might be smart to do so now before it actually goes F2P and people start raping the update server...
Usually MMO headstarts are 1-3 days, but this looks like a full week or more for whatever reason.
Remember, it has to be fun to be a game. Grinding is a bedroom activity, and the point is definitely not to do my wife as fast as possible.

2 major reasons for the longer headstart
1.) Leveling pacts will temporarily go away once it's F2P. It just won't work as they'd like so the headstart effectively gives the VIPs one last chance to set up and use them.
2.) Paragon likely wants to break in the system as much as possible with the subscribers first, kind of like an extended live beta before turning it loose on the world. Like they say, you never get a second chance to make a first impression. For example, if it was all supposed to go live on tuesday of last week, it probably would have been a huge marketing fiasco. Instead, it was basically just another live update (although eagerly anticipated ; ' ) that didn't go as smoothly as planned but it's up and running relatively well now.
Sofar, they have improved the game play and beginning player experience. Just go find the city of heroes website and download the client and find your old login account if you have played the game before. Then keep eye out for the openning of Free2play.
