I have 2 chars I play, 20 Gadget and 26 Nature.
No matter who I play, 95% of the time I end up in alerts with 3 people who are flagged as DPS. So we either lack heals when I control or we lack power regen when I heal (which can be very, very hindering as a healer).
It sucks.
Part of the reason I was interested in this game was the "simplistic" group mechanics. Maybe its me, am I missing something? Is there any particular reason to have 3 or 4 people in a group rolling as dps in alerts?

No.
Sure, you can complete some content faster that way, but it often does more harm than good in my experience.
To clarify a bit, if you have a group of people who know what they're doing and have good gear, powers, and skills then most of the time, it doesn't matter what role they're using. However, as is the case most of the time, you run into people who sadly don't fully understand all the tidbits of the encounters and appear to have not only bad gear, but a weird distribution of powers and skills which leads to things taking incredibly longer than they ever should.
Nope you're seeing all the people who only care about their spot on the DPS chart. Team doesn't matter. All for me. None for you. HEAL ME!
Kinda what I found out about the general population of DCUO as well. I'm playing a nature shapeshifter like OP, and I enjoy it a lot. But those (most likely) kids that love to DPS to the max to get a good score really frustrate me at times.
Other thing bugging me about DCUO is the amount of healing (and healing over time) is done vs the amount of power used. Somehow this ration doesn't seem to fit at all. With my full power used (level 18, having ~1200 power), I can heal around 2K on the party (only party heals in DCUO). I know that the use of barrels & stuff like that is required to stay alive, but a lot of DPS-kids just don't use those >:(
Some of the HoTs put a heart icon under your nameplate to indicate there's a heal over time on you. The controller power regen adds a lightning bolt. If you're having power issues, you probably don't have the lightning bolt. Not to mention the burst power regens as well. Weapon combos while not healing are important, the higher it gets, the more you get back per hit.
By the way, does the matchmaking system just put 4 random people in a gorup, or does it make sure there is one player of each role?
I know my power management. But if you have real full-out DPS-kids around you, there's not enough power in the whole game to keep them alive...
Just a random thingy... Been in a (Scarecrow) party once with 2 level 15 healers (me included) and 2 real lowbee (level 6/7) DPSers...
Yeah I noticed this to on my lvl 18 Ice Tank. There has been alot of new comers to the game me included but I did beta this so I remember alot of info from then but I also read all the info I could on it before F2P launched.
As for queing for the alerts its random unless you have a 4 party group you made first.

A controller in a group who knows what to do makes for a Happy Happy Healer who will stay with the group.
