I'd guess F2P with cash shop, but I haven't seen any solid info on this. Webzen is the publisher, so probably F2P unless they decide to have a change of heart all of a sudden.
"C9 was developed as a Free to Play game. Current services in Korea and other countries have free to play service. We are planning to adapt the free to play service model for C9's global service. We are planning to announce more detail information on payment policy in 1Q 2012."
I tried an other WebZen game before, and played it till I got bored of the game itself. That by itself mostly indicates that the cash shop is not overly game-breaking in my opinion
Lets see how they handle it, in korea its f2p with cash shop adn its also very very ( belive me with the very xD ) grind at level 45+ so ill looking forward to it.
The combat system of this game is much better than Vindictus,Dragon Nest or Tera, why they choose to release it here that late is beyond me.

Don't mind the grind myself after playing Lineage Ii for more than 3 1/2 years on official servers
And yeah, I don't get it why C9 is released this late either. Somehow they (WebZen/NHN) thought R2 had more priority to be ported to the West, while that one is more main-stream (prolly answered it there...)
http://c9.webzen.com/ - they alredy started beta recruting 1st one will be 4th february , and they said summer game will be released (not sure if they ment OBT or full release )

Was about to say F2P with cash shop as myself.
