The issue you run into is that takes a lot of programming that would require more work on the computer's end to process. Now with a single player game much like Skyrim or others of it's like. With an MMO there are many entities that the computer is keeping up with at one time. It's processing all those players as well as the stuff they have going on or are doing to effect the game world. I'm not saying it's not possible to achieve. I'm saying at the moment if someone was to pull off such a thing I have a feeling you would see massive lag and feel like your game was being played on Windows 95.
There again not to discourage your enthusiasm, but to be realistic I don't think your going to see anything close to that for a very long time. Although it does sound awesome and I have wished for such a thing myself for quite some time. Not to mention most financial backers of games don't care about depth to a game world. They care about core elements of play to make sure to draw you in so you may spend your money.

While I am a programmer, I am not a games programmer so I may be wrong but I think it would not be so hard to produce an algorithm that could mimic typical animal behavior in creatures.
If the algorithm was only operating within the field of players pov then it would most probably not impact any more so then any other sort of mob update which normally occur on that server tick anyway. I mean theres no reason to be running any algorithm on hundreds of mobs if no ones near them to see it.
A good example of how you can do this is Infinity The Quest for Earth and its procedural engine, which basically can mimic the existance of a galaxy of stars, far far too big to exist inside a server but possible because it uses similiar pov bubbles which only exist where a player or players exist, and pop into and out of existance when needed.
Its true that most developers don't care about depth, but I think thats something that will change as gaming matures. Computer gaming is only about 10 years old for its current casual audience. Like casual television in its infancy its shallow and all about showcasing the newest technology, but I think it will mature and people will be begin to demand more depth in their gaming entertainment.
Well at least the people who cant afford computers to run TERA will have a game to play.
I like that the genre is moving into this more skill-based type of combat though.
The system requirements for Alpha were much steeper than the requirements for the TERA Beta.

AMD Athlon X2 6000+ or Intel Core2Duo E6750 Intel I3-2 3.3GHz or better
Ram 2GB or better Ram 4GB or better
GPU AMD Radeon HD 3870 or GeForce 8800GT GPU GeForce 560 with 1GB Ram
Raiderz is way more hardware intensive then TERA. I can play Tera max out while in Raiderz I had to turn shadows down a bit otherwise the Game would stutter from time to time.
Would also like to point out the Raiderz is a very good looking Game too.
