LF open world mmo with manual aim and politics

I am looking for a game similar to Vindictus and Savage 2 in terms of combat gameplay however i want to play a game that has an open world. I dislike Savage 2's "lobby" and other games with similar features. I would also prefer the game to be one time fee or free to play. I also would want some degree of political structure to the game where players control more of the game machanics.

    No idea if this game will fit what your looking for.  But I figured i'd try to help some.

     

    I play Shades of Truth and it has the type of open world and Political system your looking for.  Downside is the older graphics (state of the art in 98 lol) and it's not completely manual aim.  You control where your firing the weapons/projectiles but if you hit someone.  It hits them the same if you hit em anywhere.  It's not a very in depth damage system.  Older game but the political system is unique and everything is completely player controlled "Not just some parts of it."

    I wouldn't call the world "open" but Tera has the combat style you are looking for. I tried the beta and wasn't really that impressed though.

    I'll try Shades of Truth. As for Tera I do not pay subscriptions. I only play free or one time fee games.
