It's probably best to look at the two other Hi-Rez games for indication of how the cash shop will be.
Global Agenda allows you to buy boosters which increase your XP gain, money gain, and allow you to get an extra item per mission.
Tribes allows you to buy the XP boosters that double your XP after each match, or you can use the bought Gold currency to unlock classes, weapons, skills, etc - if you don't want to wait for the XP to unlock them instead.
Either way, the game will probably follow the same route - pay to reduce the grind and make things come faster. You can play for free, but it will take a longer time to get all the unlocks.
It's way too early to tell. I've been playing the cbt and the game is in version 0.1! There's tons of content that still locked including some kind of shrine system and a rune system. We have no clue how these systems will be so it's hard to say. So far, it seems like its just going to be champions, skins, and boosters like league of legends.
I'm pretty sure it's only "buy to play" if you want beta access guaranteed or for their starter god (playable characters, hero champion etc from other mobas) pack which includes 10 extra gods. Otherwise you can just download the client and start with the initial 5 gods and unlock more while playing. Also currently the only things you can buy are gods, but looking over the store there's plans to add skins for the gods and some type of god/skin bundles, exp/point boosters and whatever offerings are. So it's definitely not pay to win unless you think a certain god is overpowered or offerings are some crazy power booster.
