  The Public Beta testing came out in June and July.  The game is set to come out in stores October 28'th.

  Will there ever be an open beta ? Or does it not even matter since technically the game is alreadyt released in Japan

  Nope, their wont be, sorry.  you now have to buy it to play it, it comes out in 1 month.

  A long time? Not really...but the NA BETA, I believe, was just to get people involved with the game, and maybe for a few textual errors, and possible so another first day JPN thing doesn't happen.
