I would think midieval. You'd have alot less work to 'sell' that characters beleive in zombies, as witchcraft and the undead were common topics during those periods, and less so during the civil war era.

IA with the previous comment for the medieval era. It's my initial choice as well. On the other hand, for the civil war era, what came to mind to wrap the zombie theme around it would be something sci-fi like war experiments gone wrong.

could go with world war 1/2 history such as the german's experimenting with "Super Soldier" idea and accidently making zombies out of them.
ya know a army of obident slaves that feel no pain or remorse would sound pretty badass to some.
