I was looking at some roleplay site for guild wars 2, they seem to have ways to deal with the lack of emotes. Just google it, piken square and tarnished coast seem to be the main servers.

Not really sure about the unofficial RP servers but on my server I see people acting out their characters or as their tonic critter (remember taking a screenshot of this conversation). Also in LA, guilds occasially bring out the kegs, cauldrons & buffet tables and hold events. But most of the time on my server people are just chillin outside the bank. Not sure if it's enough for the typical RP'er, because I'm all for just having fun.

The best game for RP emotewise was and will remain forever City of Heroes/Villains.
The game provided over 1000 emotes and you could really do anything and everything emotewise!
However, as others said, it always depends on the RPer and you can rp in gw2 even with less emotes than other games.
Since there were already more emotes in GW1, I'm sure that we will get more through patches aswell.
