If it's worth it, depends on what your definition of worth is and what has held you back. Vanguard will never have thousands of players online at any given time if that's what you judge it on.
It is busier than the initial F2P conversion since they removed most of the restrictions recently.
SoE has had shocking lag for me recently (on EQ2, DCUO and Vanguard), which is the only reason I'm not playing this game right now. I wouldn't put it past them that they have deliberately done something to non-US connections to promote them to move to PSS1.
Worth it. It was hard to get over the ugly character models and hideous animations, but once I did I found it was one of the deepest and most immersive mmo experiences I've had in a long time.

Also, they're in the process of completely re-writing the network layer of the game engine, so hopefully all the pesky network lag will disappear. Those mentioning lag are generally talking about slight ping spikes that can make things seem sluggish occasionally. This has more to do with the servers/network than the game/client itself. It's quite playable and enjoyable as is, and it will only get better.

Been playing it myself the last week. Haven't been this hooked on an avatar based MMORPG in years. The character models are a little weird, and the combat could be a little smoother... However if you allow yourself to get over these things it really is an amazing game. It has the best dungeons/dungeon crawl I have EVER seen in an mmo. Players are generally friendly, quests are engaging. The FTP model has few restrictions. The world is huge, the graphics are good. It really doesn't lag besides the aformentioned ping spikes on a modern machine. Give it a shot.
