It's not a complete computer. It's a case, motherboard, and possibly power supply and/or processor, though I'm not sure on those last two. It doesn't include a hard drive, SSD, memory, or OS license. It probably doesn't include an optical drive, either. For graphics, you'd be limited to a ULV version of Intel integrated something or other. Also, even if the CPU is included, if you want anything other than a 1.5 GHz Celeron dual core, that will add greatly to the price tag.

But even if you do want a nettop, the chip you're looking for is AMD Kabini, which launches in a couple of months.

Yeah, they are directly competing with the NUC. It definitely stomps my Raspberry Pi lol.
It's not just Intel's NUC. Check my link above. Various companies offer that sort of thing with Core 2 Duo, Sandy Bridge, Ivy Bridge, Atom, and Zacate. I'm sure they'll offer it with Kabini and Haswell, too. Zotac in particular offers a ton of them.
