Quick question - I made a healing mage (Chloromancer?) and am only level 11. As I am new to the game I followed the recommended soul tree and am feeling like I'd rather do more dps - question i s can you "respec" in Rift? Thanks!

Yes. Speak to your class trainer. Alternatively at level 11 you could just wait until you unlock another soul layout. You get about 3 by the time you reach level 20 if I recall correctly.
You can yes. You have soul spec slots for you to do. If you open your soul panel you will see that just below the main souls area, you will see little squares that you can purchase to be able to use other souls.
This way you can have multiple souls combinations and you can also go to your class trainer to reset the souls.
If you do want to change a soul and have not spent any point in that soul, click the soul icon on that panel and it will let you choose other souls.

You can reset your soul points at the class trainer which will allow you to change anything you want about your soul selection. You can purchase a new role and can do whatever you want within it. You can even swap out souls after you've chosen them just as long as you haven't spent any points in them - once you spend points in a soul it's "locked" until you reset at a trainer. You cannot change your class, though. That's the one thing that's permanent.
Oh - and you can switch back and forth between roles as long as you are not in direct combat. So if you start a warfront with your healing role but realize that there are plenty of healers on your team you can switch it when you respawn or when all enemies around you are dispatched.
As a mage, your primary stat is intellect and while you are leveling you don't need to worry about specializing gear for a particular role. Just go with high intellect gear in every slot and you'll be fine whether you are healing or doing damage.

Solo Spec - PvP Specc (if you pvp) - DPS Specc - Healing Specc - Support Specc (given they make the support tree better).
People who like to specialize can often have several speccs for the same purpose, for example I have actually RB or Paragon, mostly due to the speccs going back and forth to who is better, but also for the sake of certain fights benefiting one over the other, and my tempest specc being there for melee unfriendly fights. I know a top end raiding healer who had specially all their roles basically as different variations of a healer, specifically catered to fights. The great thing about rift is it leaves plenty room for making different variations depending on what you might be encountering and switch at will.
Starting off though, your going to want to lean on a good spec that does damage and provides healing for soloing, harbringer (melee) does a great job in working with Chloromancer to help you level more smoothly, though elementalist and warlock/chloro builds could be used as well. Its all up to your playstyle really.
If you've got 8 in Chloro to get bloom, start putting the rest into Harbriger. Current Chloro Harb is one of the best DPS' all the way up to max level.

Riftscene.com was an awesome link. Now I think I am going to remake a Cleric - I love how complex this game is! It's sad because since I played WoW for 8 years it's so foreign to me that a Mage can heal or that a rogue can bard!!??
With the different subclasses, it seems that it would be wise to choose a DPS and then a support? For example if I did make a Cleric to make her a druid or calablist and then some support/healing?

It just depends on what you like to do in a group. Solo leveling is much easier than it used to be so there is not as much need to worry about survival, which means you may be able to use the same dps spec for both soloing and groups. But if you would rather support or heal in a group then you could set a role for that as well. Clerics can also tank very well if you like tanking. My Cleric actually utilizes four roles: damage, tank, healing, and a Druid build which can survive solo against elite mobs.

Your first 5 points in Chloro would go into Accelerated Growth which increases all damage by 5%. Then 1 point in Bloom wouldn't really take anything away from your dps spec. That said, I'm personally not a fan of getting Bloom without also putting two points in Healing Slipstream which would now be a total of 3 points in healing.

I dunno. I mean, depending on the build obviously, that 1 point point could be the difference between getting something like 3/3 in wildfire on the pyro tree and only have 2/3 in it. If I was running a DPS Harbinger in a dungeon or raid, I would never take bloom with me.. it's just a wasted point.
