Yes, right now. Anyone can go to the alters to turn their KvK PvP on and fight.
If you're asking for a KvK always forced PvP then probably not. There has been more demand for the AC2 Darktide than a KvK forced PvP world. And even then Turbine has said that there isn't a large enough playerbase for them to split out a PvP separate server at this time. In other words instead of waiting on the sidelines, the PvPers would have to sub up to show the demand for such a server.
