What's the combat like in this game? Is it twitchy/action?

Yes.
Though most battleframes use at least one or more AoE abilities so you don't need to be that accurate. But some battleframes are more dependant on being able to line up a target while you jump and jetpack yourself around.
Just download it and try it out for yourself.
