Firstly, it really depends on you and how you feel about the game. You probably want to start by asking yourself why you left the game in the first place and what will have changed to make me want to come back?
If you left just because you ran out of content to play then you are probably safe coming back at pre-launch or just after launch but if you left because of the game mechanics, then that really comes down to how much you want to play the new content vs what you didn't like about the game mechanics as not a huge amount will change there.

I would say now. I recently went back to the game and leveling a paladin to get feel of the game again. My server is jam packed, i guess everyone is excited about new models and the expac.

Depends on how long you plan on staying really. Personally, i think the end on an expansion is the best time to re-sub. As you can pretty much see everything in 3-4 months time and quit instead of being subbed and waiting around months for new content.
But that also depends on the type of player that your are. My job makes it so i can't really raid according to a fixed schedule so it's LFR and Flex raiding for me. And so the model above suits me perfectly.
But if you're looking for progression raiding with a guild then joining at the start of an expansion or a few weeks before a new content patch is released is the way to go.
The right time to go back is when the latest expansion costs $10, or when you have nothing better to do. I've found that WoW works well in one to two month chunks. Though, this is after playing for three and a half years, so I've pretty much had my fill of the game.

Release dates before fall will be more imagination than reality, as the summer months are when most people will be away from home...vacation time. Fall/winter is the ideal time as people are in school and weather makes games more attractive to play.
Plus, there's little point of having the pre-sale bonuses if released early, too.
Can see pre-sales going on during summer, and Sept/October expansion release.

Be handy to know what server you are on, for me, i had to move from silvermoon because it was frequently pop locked with a queue, so i moved to chamber of aspects, which while heavily populated it doesn't have a login queue..

For me, it appears the time is now. I quit over a year ago and now I got this itch, so I decide to do what I always do when I get that itch. I made a free toon, started playing, got to lvl 16 and realised I'm nowhere near finished. Going to help you through this. A good time to return is when you're wanting to return. You said right now you're not wanting to, so definitely don't do it now.
I played 6 years, from release. I Quit mmo's for a while and currently play GW2. I am not a fan of gear grinds and leveling in general---and when I tried WoW once again to play with a friend, it was, for me, unplayable. Just couldn't do it.
If i loved Wotlk and played it from the release date to the end of it, but didnt liked cata and left because it was just boring, would it worth resub now?

I'm starting another set of toons on another realm as sis hit her alt cap on Shandris, to be ready for WoD, for example. A single level 90 can farm Timeless Isle for 535 gear from drops there (and they're BoAs so can be mailed to any realm your toons are on), and if lucky, can get Burdens to upgrade the gear even more. It's enough ilevel to enter FLEX raiding to cross-realm and gear up, too. Celestrials also drop both normal tier and the latest PvP gear too, with coins, that's 2 chances to win a week.

First of all it would cost 23$ for me to get the expansion, the first thing im trying to figure is if the endgame content is worthy, and i think cataclysm had many factor that lead me to stop playing. So do you think it is worth the sub for this time being?

The pre orders will most likely be taken in March with the promised free lvl 90 to follow shortly thereafter.
They need it to keep players in and so it will be done.
Most expect a beta of WoD by the end of March and a launch around the end of June.
So most will restart between April and June. Those starting with the free lvl 90 will have almost 3 months to beat Garrosh.
I would not wait till the last week because you would miss the end game of MoP and get used to the game again.

I played WoW for 6 years before quitting, and have decided not to go back until they come out with a "final expansion"
I'd love to see WoW in the end of It's development / life span, hopefully seeing all content adapted for a final level cap.
Enjoying everything once more in one giant progression tier before thanking blizzard for the good times and moving on
Driving old cars is fun but I don't see any reason at all to play an antiquated game like WoW anymore.
Someone mentioned the new models. Sadly those are a joke, they look terrible.
The whole game needs redone. Or just play something that's not 10 years old with horrible graphics to match it's age.
