Regions, Crystals, and Beastmen Seals

Lately, I have not been able to get Crystals anywhere. Why? It says the area is currently under control of the Beastmen. Lately, it's been on all of my guild's mind on how to get it back under our control, so we can get our crystals. My theory is, we need to bring our beastmen seals to someone...
So how about it? Does anyone know? Is my theory correct?

What needs to happen is for everyone, not just the Crimson Blades, everyone in Bastok to get the Sigil or whatever Rabid Wolf gives to you at the gate, before we go out. Every monster that you cap while you have this silgil on, increases the city of bastok's influence over the other cities.
Also doing his missions helps out a lot too.
