When looking at the three factions, I broke it down this way.
Daggerfall Covenant
Breton (Human)
Redguard (Human)
Orc (Human w/ tusks)
Aldmeri Dominion
Altmer (Elf)
Bosmer (Elf)
Khajit (Cat)
Ebonheart Pack
Nord (Human)
Dunmer (Elf)
Argonian (Lizard)
Being a person that enjoys variety, my first inclination was to choose the Ebonheart Pact. It has a little bit of everything, while the others are either Human or Elf heavy. However, since you can now play any race across any faction by pre-ordering (which, I have done) I have no idea what faction I'll play.
Whatever side I feel has the least population at release.
So i am guessing that your not going to be playing the PvP side of it at all then.
I am pretty sure with the numbers playing & Cyrodiil's Player cap there wont be a problem but less players on one faction can mean less on the battlefield at specific times. Eg I am from New Zealand so my play/PvP time is usually classed in the "off peak" server gaming time.
Being in the strongest faction is important for people like me as if your on a low population side, chances are PvP will be a smashfiest for that side in the quieter server times.
The Other way of looking at it is that joining the least populated faction on a server means much lower queue times for Cyrodiil and the fact that your not likely to be ganged up on by two sides and will probably get underdog bonuses.
Your concerns are valid but only if the faction caps in Cyrodiil are particularly high at launch or the game isn't doing well and has population problems or like yourself you are playing at low traffic times.
Personally myself I am not looking at the initial wave. All PvP will be full at the start. I am looking a little further down the track when the numbers start to dwindle.
When that happens the tides of power will tend to shift towards the most populated faction.
I am actually wondering how this is going to effect the server being as it is a MegaServer & unlike previous PvP MMOs (aka GW2) they cant just merge a couple of servers together to even out the balance

The PvE is a MegaServer, and in PvE population balance is irrelevant. PvP is not set up as a MegaServer, it is set up as individual servers ("Campaigns").

I am kinda surprised by the outcome of this poll. Other polls have shown, that the Ebonheart Pact got a huge led over the other alliances because of Skyrim's popularity or neat winter landscapes. But maybe those guys are just tired of voting on these polls...
As for me, I'll be rolling with Daggerfall, the look and feel just got me hooked and I hate (too) pointy ears.

EP is clearly in the lead? Perhaps after you posted in the link others then put in their preference as when I look it's an even 33/33/34% split
Problem with these are I see no indication of when the poll started on that site, the figures could be very inaccurate if they are based on old information/votes. As a game progresses, people play beta's and more of the gameplay/styles/races are released opinions & view change.
What someone thinks they may like may change over time based on experiance. Thats why fresh polls need to be started for current community opinion.
I'm still unsure on what faction to go because I do not want to pick an underdog side. Past polls always show the Ebonheart being the higher population side but if I was to bet I'd wager the Aldmeri Dominion would be up there and I know a lot of high profile PvP guilds are going that side.
Regardless I am 100% set on Dunmer (Dark Elf) as my starting Race. Most likely 2H and Fire Destruction Staff as my weapons.
Sandbox means open world, non-linear gaming PERIOD!
Subscription Gaming, especially MMO gaming is a Cash grab bigger then the most P2W cash shop!
Bring Back Exploration and lengthy progression times. RPG's have always been about the Journey not the destination!!!
