With the ability to choose 5 guilds on your account, you have many choices...
Normally, i really like making my guild choice after i started the game, choosing carefully based on groups of people i frequently meet ingame. But with ESO i am in doubt. Maybe because of the mega servers choosing a guild(s) trough a forum might be actually the smartest thing to do. Maybe i should start Browsing the Daggerfall EU guilds listings.
in general i prefer not to big guilds, where people know everyone.. Friendly family guilds mostly for socializing. Where people chat out of character and laugh a lot
but since i can choose 5 guilds, that leaves room for other guilds....
certainly, one of them is going to be a role play guild, i love roleplaying.. And with the 5 guildchoices, being part of a guild where guildchat is RP only.... With an occasionally announced OOC, will be great fun.
and the other three guilds should be larger guilds these should satisfy my need for trading, Group and raid PvE and PvP.
personally i believe that with the guilds being the central hub of the trade system, choosing your guilds wisely is more important then ever..

I usually do as you said, find a guild after the game launches or start my own.
This time I joined a guild before the game launched.

But there should be enough choice for you to choose from that pool
There is also quite some guilds in mmorpg.com. Guild listing
sadly its hard to browse, since you cant select servers... There however are 2 servers, US and EU with 3 factions each...

Probably going to look for a small tight knit guild for PvE fun times.
A larger active guild for PvP srs business times.
A crafting/trade guild for buying/selling.
