I would say your suggestions are very important content that I would agree with in adding to the game.
Housing imo, should be in at launch, sure it might affect development of other features, but adding it later makes it less significant to rewards already explored areas in the game, and more rewarding to new worthwhile areas to explore. This depends on the design of the game with content being spread out or not, and how exploration arleady exists.
Nonetheless tying housing in with trophies and pve content to reward game features with player creation is always welcome sooner than later.
I would say they should add card games and gamgling in their game. I have not played their game to know what they do or do not have exactly, but a player bounty system like EVE. They have a mature rating for their game.
I am thinking more in terms of adding content for people that are lvling but also that can continue in end game as well.
Also more gore, decapitations and something that fits more with the adult theme. It doesnt need nudity, but the topics for the quests can be mature if not already with some being scary and/or grotesque.

I want to choose my skills, not getting 3 locked due class. Gives us the choice to choose from the 12 class skills. That's the true freedom of Elder Scroll.
Great list! I loved the reference to Darkness Falls. That was one of my most favorite events and locales from pre-ToA DAoC. I'd like to see the taking of Cyrodiil being tied to PvE content similar to Darkness Falls. It creates a new dilemma for players that hold the city; should they abandon their posts in order to explore the unlocked content, or stand their ground and defend what they control? This was part of the excitement of Darkness Falls.
Better Graphics. coming from MMO-games such as Tera and Planetside 2, ESO is very dated. This matters for immersion, especially with Oculus Rift. Especially the lighting in ESO feels extremely old.
Non-boring gameplay and visuals. A tan world with 3 quests at a time to choose from and no variation from character to character already have me thinking Neverwinter wasn't as bad as I thought.

You are wrong, loads and loads of people love housing, it adds deep to a game, it adds diferent stuff to do, it helps on making players attached to a game paying a sub.
Lag & bug issues first. Then something more than what is planned for players at cap. But because they don'twon'tcan't, they will drop players like most new MMOs in 30-45 days.

Cloaks, or flaps? No game does cloaks correctly that I know of. Flaps that hang down your back are not cloaks. And IMHO, no game with flaps makes them look good while moving. fist weapons? or simply not wearing any weapon
For me, I like more classes. Races are fine and all but I've always been about making alts just to roll a different class.
Mini-games! Seems like Elder Scrolls should have some type of medieval style mini games and fluff like that for more immersion factors.
Collectable type aspect, like Rift has artifacts and EQ2 shinies. So addictive.
That's all for now, I'm sure once I've hit endgame in a month or so I'll have other ideas, but for now, this is all I got.

My list is more humble than yours:
- Much more polished animations where you actually can feel the impacts, etc. and my character doesn't hit by flat side of the axe
- Bulk crafting
- Bank near crafting hub, seriously...
- Hotkey to "Mark As Junk"
- More herbs and other alchemy stuff (salts, ground gems)
