Do this..close the client and start it again as an administrator. If that doesn't work then switch off your modem / router for 30 secs and restart. It will work again.
Updating still works even if servers are down. I am currently dowloading remaning of 1gb of voice overs.

Go to the location you installed your game into and find the directory named Launcher
In it is a file called host.developer.log
Open it with something like notepad++ and see if there are errors. If there are resolve errors, switch your DNS to that of Google, google how to do this. My game also wouldn't install/update at all and it was because my ISP dns was not resolving the update servers correctly for some reason.
If there are no errors in the above file, then you got another error.

Servers are down for maintenance, should be back up in about 30 mins hopefully.
