Between quests, public dungeons, and the world mini bosses, there is plenty out there to level. They just don't lead you from quest hub to quest hub, which is what I thought people wanted.
You just wander around and you will find quests. Pretty much every marker on the map has a group of quests around it to do. Just pay attention to the black arrows on your compass, when you start to get near a quest giver they will show there.

Just explore. You will pretty much be smacked in the face by random quests at almost every turn. I ran around around lvl 13 looking for ore to level my smithing because I thought I had run out of level appropriate quests and bam! found a dude sitting by some rocks with a quest. While doing his quest I ran past a small caravan that had a quest (that didn't before as I had passed it several times before).

I was level 17 when i left the first zone, and i tried to complete as much of it as possible...
I went back yesterday, just to try and find the six skyshards i had missed... And boy, it was incredible how many questst i missed on my first time runtrough that zone... Black arrows everywhere
there is only one question to your answer, explore, explore, explore

Damn.. I so want get back to Tamriel and continue exploring.. I just had 3 months off from work.. and ESO was released 2 weeks after I had started work againg... grrr..
I'm lvl 16 and I'm in Glenumbra/Daggerfall zone, I still have 3 lvl 15 quests on my tracker i havent done and I still havent explore the far NE corner of the map.
If you're stuck on a quest because is failing to spawn or can't be interacted with, zone a few times. Go and do a public dungeon run. When you come out you will almost certainly load into a different instance/phase where the bug isn't present. This has fixed most of my bugged quests.

Get off the beaten path! There is stuff everywhere! Most of it won't show up on your map until after you find it so get out there!

the key word for ESO are explore.
