Make it consensual but not with the target player but with you. Say you are doing a questline for the dryads and you see a person helping the dark elves or opposing faction. You are limited 1-5 pvp encounter opportunites per 72 hours or more or less. You just target the player and consent with the game then the game allows you to attack him/her. If you win you loot money or faction points for all npc groups that hate the player. Like a bounty. For a well known player, there can even be quests for bounty given by a special npc made possible because Rohsong tracks everything and can be shared online. Each encounter can be broken by moving too far from a combat radius but whoever wins loots money and faction. These surprise encounters could make the game world more dangerous and a little less safe. I say we go medieval!

It sounds like they already have the mechanics for how they will handle PvP, specifically it sounds like there will be open PvP but by consent. How they plan to do that has not been revealed but a few mentions of PvP in the open world have been mentioned.
An example given at SOELive mentioned that there are many ways to achieve an objective depending on what you prefer to do. There would be a PvP option and non PvP options.
They didn't go into details but it sounded like they meant you would be able to choose the PvP way if that is what you wanted to do. So perhaps you might be presented with the task of clearing out the Orcs from a mine and you could either choose to join the militia to kill the Orcs and their allies I.e. other players (PvP) or the Sappers to collapse the mine (PvE).
I really do not know what their design is but they seemed to be very confident in how it would work and how it will allow people to choose their playstyle. They have been very firm in their statement about PvP, even Open world PvP, being consensual and by choice.
They could just be implying separate servers but from how they were answering the questions it seemed to indicate this all happening in the same world so you could remain PvE 100% while others could choose to have Open world PvP. I am very interested in how they are approaching this and is still a mystery how they will achieve it.

Highly doubt there will be any unwanted PVP outside of designated PVP servers or zones. Putting a cap on how many people you can randomly attack in a given period is no different then having a OW FFA system, just with a quota limit.
Unique idea, but no idea why there would be a limit on number of people to attack within a period of time. Would be much easier to flip the switch and make PVP an option at all times.
Until they reveal more, my guess is PVP is for "fun". Be it in a player made arena or on a PVP server with like-minded folks. SOE is pushing big on the "fun" aspect and not wanting players to be messed with in Landmark or EQN. If you enjoy randomly being attacked or attacking others because of their faction, race, or hairstyle, I'm guessing a server or at least a part of the world will allow for this to happen. As of now, I've yet to see any alluding to EQN having a PVP theme based on the lore and comments made about PVP. I don't know of any other game that didn't make PVP a big deal from the start if it was going to be, not that EQN isn't trying to be different though.
