Can you find me a game with this criteria?

(1) Empire/City Building RTS (that is kinda new or a new world in an older game).

(2) Persistent World

(3) There is some type of world map where you can choose who to attack. (No matchmaking by the computer. I want to choose who to beat on. Lol.).

(4) You have some control over combat. Either by directing the path of your troops or a hero's special ability, etc. (No launching "fire and forget" attacks where your attack gets there in two hours and all of the fighting is done by the computer behind the scenes. This is not fun to me).

=You guys are Gods. Thanks!!!

Somebody, somewhere has better skills as you have, more experience as you have, is smarter than you, has more friends as you do and can stay online longer. Just pray he's not out to get you.

Your requirements are a little tight.  I can't think of a game that meets all of them.

Most RTS games do not have persistent worlds, and if they do, they are typically fire and forget combat systems.  They may have some user input, but the choices remain shallow.

Ruling out matchmaking pretty much rules out all popular RTS games, since they all run on some sort of matchmaking to keep the game fresh and pit you against new opponents.  It sounds like you want something more like an MMORTS, and I'm pretty sure of the few that exist, none are worth your time (and they all have fire and forget combat).

If you're willing to be a little light on your requirements, there are many browser-based empire-building games that are not really RTS but more tick-based strategy.  They usually have semi-persistent worlds (they might last a year or less to keep the game fresh) and while the combat is not done in real-time, there is usually a lot of depth in your combat choice - like how many soldiers to send into battle and what sort of actions you can do to even the odds.  Most of these have no matchmaking - you're placed in a 'kingdom' of allied players and your leader, elected by popular vote, determines who you go to war with.

Look up tick-based strategy games if that interests you at all.  There's hundreds, literally.  Most play like Utopia.
