Don't know what you are on about in regards to gankers, as pretty much no one goes to useless zones (Any contest zones other than Yny, Halc and Hasla).
You can pretty much quest all day without being bothered, especially after the Auroria fiasco.

As much as the 'care bears' and casual working folks want it, they will never oblige. It's been berated on the forums since Alpha but they will constant keep pointing to the 'effects on the economy', 'runing pvpers immersion' etc etc.
I'd actually play it with a PVE server but I have no expectation that they will even enable one, unfortunately for us.
I'm a Pve head here who likes battlegrond pvp and I would not consider ths game because it's clearly pvp orientated with some pve side elements. All good and well, pvp sandbox players deserve great games too. OP has failed to understand this, or what drives sandboxes.

Maybe you're on a lower pop server, but my experience on Aranzeb-NA has been very different from what you're describing. In Hellswamp alone I've had around a dozen encounters. Everything from a level 50 using her mount summon/dismiss in an attempt to push me away from the outpost guards so they can attack me, to getting ganked by multiple 50's right after starting a fight with a mob. At one point there was a level 50 who kept stalking me while I was questing, killed me about 4 or 5 times. Then when I mentioned it in chat and got some allies to help, she just ran to the priestess/statue area for the invulnerability.
The only way this is possible is if they add a similar program like AION did with their "Fast Track Server." I'm not sure if that is the first game in history that opened up PVE servers from a game that orignally only hosted PVP servers. Does anyone know if something like this was done in other MMORPGs? I'm actually curious.
Don't waste your time on this, when I asked about it Trion basically told me to go fuck myself and that I had wasted my time and money on this game. A simple we don't have control over it would have sufficed, but well that's why I don't play Trion games anymore...and I do think the game would work well with pve all around XL would just have to break and rebuild a lot just for that reason, but I don't think they raked in enough or care enough to even do that.
There are much better MMOs out there if you want a good PvE experience, AA with only PvE would be boring, easy PvE without any real need for crafting. The stuff you can create by crafting is mostly needed because of PvP.
You will end with a farmville with subpar PvE. Doubt many would play that for long.
I just don't see lot's of sense in it. Look around and you find much better MMO PvE games. Sure they might not have the farmville part. But farmville without any purpose ?
Anyway, if there are enough people who want a PvE server only I am not the one to speak up against it.
The ganking is the least of this games issues. Just wait until the siege scrolls hit the AH and the big guilds who have had 6 weeks to collect taxes buy their own scrolls and there are no castles to siege.

Ultima Online's developers hilariously basically said "@#$# it" and made an entire friggin' MIRROR of the world where PvP wasn't allowed for each server. From then on, no matter which server you played, you could teleport back and forth (at a small cost at first. For free, later) between the mirror world and the PvP-enabled one.
....the PvP-enabled one tended to be pretty deserted until they added some perks for being there, obviously (perhaps too many perks later on, which led to some PvP guilds monopolizing certain things).
I Dunno if I would enjoy a no pvp server but one where only pirates were allowed to attack same-faction would be cool.
Have some faction pride folks.

i forgot how the last safe map until L30 was called but after changing into the 1st PvP area i got ganked by a purple L50 and his L30 friend.
i passed the walls with the gate did some quests there and moved to the next quest area a small village where i got ganked while questing.
i am not interested in such stupid pvp crap where some high levels enjoy killing 20 level lower players...
nobody is hurt if they introduce a pure PvE server.... people can go there or stay away
I hear exactly what you are talking about. But you can't change the game. You need to admit that this didn't deliver what you like to play and move on.
Don't hate the game. Hate the Publishers.
I've gone back to Norrath still waiting for a worthy successor.
Been ganked during questing dont bring any loss except some time. If they camp just move on, ask faction help, ask guild help, go do other stuff ingame, do something do solve your "issue" insted waiting for Devs do it for you.
ArcheAge as plenty of safe zones, even the contested ones become peace alot of times, Halcyone is more time in peace then in war. i can play weeks without engage in PvP. No need for PvE servers imo and yes im a PvEr player.
i know its build around PvP after level 30 but i dont care.
doing all the quests until Max level would be fun too without all the gankers and wannabe PvP warlords.
So bring one PvE server and i am back in game
I'm curious to know why you and many before you come to mmorpg.com to ask for an MMO change? This site is not even a fansite, it's merely a 3rd party discussion board. No more, no less. This would be the last place the dev to check for player opinions if they ever check outside their forums on non-fansite forums. They have an official forum and more or less a player feeback section. If posting there doesn't help then tough luck.

The real question is....will you pay money to support the game.
No point in a pve only server for players if they still aren't willing to pay.
You might not know who may or may not buy stuff in the real cash store playing on a PvE server. But you can be dead sure ppl are not paying if they are not playing at all.

Perfect World started doing that a few years back in China for their eponymous PvP MMORPG when they created a number of servers where PvP are non-forced - if you set a flag (can made it a default) you cannot by any player without your explicit permission. Conversely you cannot attack other players while this flag is set.
The player still has the choice to turn protection off for justified PvP eg terriority wars, guild battles etc - but to prevent abuse a player who flipped the PvP flag cannot flip back to protected mode for 5 hours after a PvP encounter.
However, I am not sure whether these type of Perfect World servers were ever implemented in the West by PWE.

The major content in this game is amassing wealth.
Without PVP everyone could load trade ships up and solo sail them wherever they wanted to gain tons and tons of free gold.
There would be no economy and the game would have no point.
Not every game is WOW where you can just turn the PVP off and still have a working game.
If you just want to quest to max level find pretty much any other game. There are other games that are both designed for that and have MUCH better content for that sort of gameplay.

Flagging would probably be the easiest way to increase PVE in the game, and changing LP requirements would control the economy like it does now. Actually just increasing peace times would work. I would play it again if they did that.
