I think MMOCenter.com has a few coming out. I don't remember the names of them off the top of my head. They don't sound too bad, though.

RPG combat in 90% of the cases SUCKS! Just like you described it, I too, would like a shooter style game that takes some skills, not just time played.

Although you have already mentioned it I think Planetside is your best bet. There is also another MMOFPS called Huxley under development that you should check out. Planetside will be free to play sometime this month.
You could also look at Star Wars Galaxies. Though I haven't played it since it was released, the new combat system is supposed to involve more twitch reflexes. It may have the combat style that you are looking for now, although the older fans of the game don't really like these changes.
Ok just let me jump in here on that one, Star Wars Galaxies is in it's current form the worst MMORPG game on the market in my opinion, I truly would not call it a shooter in any way, it's just a MMO with non-locked aim functions.
There is negative critic about SWG everywhere so just look anywhere. Just warning you.

As someone mentioned above Huxley (due out this year) looks very promising and it boost the Unreal engine which is just going to be insane
Also Versus is under development, its being developed by a former Planetside and others that felt Planetside lost there minds and went the wrong route. Looking at what they have to say and what will be in there game they look like there on the right track.

You see, every mammal on this planet instinctively develops a natural equilibrium with their surrounding environment, but you humans do not. You spread to an area, and you multiply, and you multiply, until every natural resource is consumed. The only way you can survive is to spread to another area. There is another organism on this planet that follows the same pattern. Do you know what it is? A virus. Human beings are a disease, a cancer of this planet.-Mr.Smith
A first person shooter wouldn't work very well in an MMO environment. Any die-hard FPS player will tell you that ping is king in an online twitch or reaction based game. This basically means the closer to the server you are, the less lag you experience and hence you can perform closer to the maximum of your abilities. Try loading up your favourite FPS and joining a popular server located on a different continent and see how you go.
That lousy point and click combat you see in most MMO's does a great job of levelling the playing field regardless of where you are geographically located. It also reduces CPU and bandwidth traffic when there might be hundreds online. FPS games can't support the same numbers of players as a MMO server for these reasons.
Wrong guess again.
Huxely is probably your best bet for upcoming games.

LOL this guy obviously never played Planetside, Neocron, or Endless Ages....
It can be done, it has been done.. And with Huxley comming out sporting the Unreal Engine it will be done better then before.
The ping issue is solved by having different servers at different locations all over the world.. See Planetside.

Erm, he said 'MMORG', Though without the 'R' which is commonly used. America's Army is not an MMO, Navy Field is, though in my opinion it's a bit crap. Googling War Cry just gives you links to War Cry websites.
Endless Ages is fun, albeit in a shallow slightly immature way, Huxley looks to be interesting, though I'm not sure about the peer to peer. PlanetSide is.............ok, NeoCron is a lot of fun, if you can get past the low server populations.
