Project 1999 is packed. The server consistently has 1k-1300 players every night, which if you ever played classic EQ is about the max the server can handle before zones are too packed. Places like Kurn's tower, City of Mist, Crushbone and Karnor's Castle are filled with groups pretty much around the clock.
I suggest moving to consoles because every new MMO is pure garbage with zero immersion and it's just sad that people are forced to play games 16 years old just to get a half decent sandbox experience. Consoles have gone somewhere in a huge way over the last decade, whereas, MMO's have gone literally NOWHERE since WoW so everyone is really better off going to consoles until the genre recovers from this nightmare.
Sweeeeet I'll get that private server as for the mmo console thing I don't what immersion means but I love how Lotro, tera, secret world, eve and aura and some others look, especially Tera's combat style (I once managed to play Tera, it lagged ultra heavy but I just loved that combat style so I stayed a while ) what do you play on consoles?

Make sure you have Aero turned off in Win7 to improve performance. On the desktop, right click > click Personalize. Find the option for Windows 7 Basic and select it.

It's very little of minecraft gameplay, but it does have enemies with various weapons and items that have stats they set up the way want to play, want to jump higher? get gear have + jump stats, want to attack faster gear have attack speed + stuff like that.
But if don't want that gear you can just use it as a cosmetic and save it, will destroy the gear but give you mastery points for peak, like more damage, items, wings at 20 to glide around. Or if have the get as cosmetic can just destroy for a item to upgrade the gear you want to use.
But the stuff is like minecraft is the blocks, and the crafting.
Pretty much is don't like to do that stuff all the time, you can check out other people world, they stuff that they build that one can explore, and small mini games.
So far well updated, there are many class in the game to pick from, just need to unlock them in game, or cash shop.
But anyhow will take a bit to get hand of it, but when you see the game have more then just build block you may enjoy it who knows.

Project Gorgon - was okay with all on low but once I left the first dungeon a heavy lag happened but I really loved the vibe and options in the game :S reminded me on TES
Eldevin - didn't lag but it just wasn't the type I wanted, it seemed to me more like the famous pocket android games, too easy, I don't really know how to explain
Project 1999 Everquest Titanium - I love how the game looks but it is way way too complicated FOR ME, doesn't even have a map
RF Online - currently still trying out
Rose Online - have some troubles updating
Dance Master or smth - well not the game I wanted but it is very good

You keep saying "I know for sure it's not the graphics making it lag" but how can you say that when your PC is almost 10 years old? Even Runescape (which you said lags but isn't the graphics) has updated it's graphics for more up to date hardware. Yes, it's not the most graphics intense game but it's still not gonna run smoothly on a 10 year old PC, no matter what.

I actually think you can run Guildwars 2 as well, my laptop have a crappier GFX card than yours (but more ram) and it runs it fine on medium except possible in a dragon event or WvWvW zerg. While it looks better than Rifts it is also better coded. Then again, for this you should wait until they have a free weekend again to be sure unless you have a friends who owns it and can try to install or your computer.
But the first GW will run perfect on your rig, it is B2P but you can get a box with all expansions included cheap by now.
Another possibility is DDO.
Of course both those games are far more fun if you play with a friend or more and since they are old you can't always expect to find a PUg.
There are also a bunch of older games you could try. EQ2 will probably run as well on your rig as it does on my high end build (or as bad).
There is Wow of course even though the graphics update might give you problems, but I kinda doubt that and there is a free trial.
And there is a bunch of F2P games with less than optimal graphics that should work as well, games like Runes of magic and Rappelz.
But I would go for Guildwars if I could find a friend to start with me, you will get a lot for the money there.

There is an active and friendly community, great lore background, deep crafting system, sandbox, no quest rails til max level, roleplay. Unlimited trial with level cap at half max level, cheap subscription.
Windows 7 Ultimate SP1 (makes my pc slower but I'm not in the condition to get XP at least not until I pass school cause I can't risk my pc getting dead)
If you get Xp you risk a lot more. Microsoft no longer supports it, which means no more security updates. I suggest against having XP.

That immediately makes me imagine paying a subscription fee for a game, and then being constantly forced to sell items or throw them away because I have no space for them. And I really hate that. It kills any kind of immersion, throws me out of the rhythm, forces me to stop questing, fighting, crafting or exploring or whatever I was doing, and try instead to decide on what items to get rid of, because I didn't pay enough real money.
In addition, I understand it if a user is charged for stuff that requires the developer to put effort into. Like, certain pets, or expansions, or whatever. But bank space? It requires zero effort whatsoever from the developer to increase that.

If that's an issue, I am sure ingame commmunity will help you with optimizing graphic adjustments, just ask.
