Over at Reddit, in the same thread that apparently verifies WildStar is going Free to Play, a Carbine Studios employee let the cat out of the bag that Blade & Soul is still coming to the West, and that it's already in Friends & Family beta testing internally.

Unless you count QA, which actually is not even a part of Carbine but NC Interactive now, we have some tester that are working on Blade and Soul, which is now in Friends and Family beta by the way, and a handful of Lineage and Aion testers to go along with the web and platform testers, however several of them are leaving in the next couple of weeks as well since QA is a terrible, terrible job here at Carbine/NCI nowadays.
It's hardly an official announcement, but we've reached out to NCSoft for confirmation. Hopefully we know more in the coming days and weeks.

You will probably hear nothing from NCsoft till E3. That said, the mysterious poster on Reddit has been shadowbanned (that's banned by the Reddit Admins for those of you not familiar with the site's lingo) so that may throw some doubt on what he said.

If I were a Korean developer and publisher I'd worry about bringing a game like this to the Western market especially the US. Did they not have to put pants on the Elin in Tera. There were also protest and petitions about the Elin. There is a lot of negative press and also associations to the art style and depictions in their games.
I am not surprised that they may have waited and while we complain about how slow a game from Korea is in coming to the West yet players in Korea often deal with similar issues with games from the West but thankfully most of their schools teach English.
I read some resentment at the delay but perhaps you should educate your fellow gamers to be less judgmental and less inclined to start petitions about perceived impressions of their art.

Are there scantily dressed little girl child-look-alikes in this game too? I forget (my memory vaguely recalls that there were, though)
I don't know how so many people do this. It has to run like complete shit.
I play the chinese version, with english translation in it. other than high ping sometimes (most of the time i got good ping), it plays quite nicely, havent ran into any bugs yet either so they are doing quite good job at it. the world is rather nice, moves look wicked and so forth..
But NCSoft is soo slow translating this even the modders are doing way better work at it.. and the modders translations are getting improved all the time.. (depending wich one you use ofc..)
My assumption is that the lag would be immense. Perhaps that's not the case though.
It was the same thing with Aion really (though perhaps slightly less slow): modders had translated it long before the actual "localization".
Makes you wonder why those companies don't just ask the community to do it for them up front. Would be done in a few months tops.

Unless you are thinking of a different game, Dragon Prophet is not a Korean but Chinese game.
Also, a factor for quicker localization for Dragon Prophet is due to its developer Runewaker having a higher ratio of people working who are proficient in English (and Japanese) than the typical Eastern MMORPG developer.
Even most localization of Eastern MMORPG from one language (eg Archeage, Blade and Soul from Korea) to another (Chinese) required considerable effort from both the developer and the local publisher working together.

Wildstar going F2P seems like a very real possibility at this point. My guess would be around the holiday season, or maybe even sooner. Judging by the numbers that game's either getting shutdown in 2016, or changes its payment model.
B&S... hard to tell about that one. NCSoft's very tight-lipped about it, and I don't really seem them responding to the confirmation request either.
