I disagree with you completely. Without PvE there is no conflict and politics. Fighting over resources or prime experience spots gives rise to some of the best conflict.
PvE and PvP players are needed for an open MMO to work. Economics, progression and politics are a key ingredient to meaningful PvP.

Some of the best PVP I've ever experienced came from getting in the way of a rival's PVE.

The truth is....I'm a pure pvp player who actually isn't playing mmorpgs atm...I couldn't stomach the PVE anymore. I've been waiting for a pvp mmorpg to break it's chains...to remove itself from PVE. I'm starting to believe that I may have to take matters into my own hands.

Either PvE only or PvP with consequences in the open world. I like Darkfall but they failed to implement some consequences and a proper alignment system. Alignment systems are very tricky though.
Add open world limited questing to the poll. Ultimately I just want a game with risk vs reward, tactical combat and no linear required questing. I shouldn't aoe spam and kill mobs at once with no tactics.

Coexisting...it's not about coexisting....it's about what is preferred over something else... In mmorpgs there are those who prefer PVE over PVP and those who prefer PVP over PVE.
What people are confused about is that there are PVE players who PVP but they are not PVP players...Their main focus is PVE...It's just that simple.

Back in the 2000s I made a very successful persistent world in Neverwinter Nights called "World of Torr". I had a very good system where crimes like pickpocketing and murder we're part of the game and handled by the legal system. You would earn demerits "if witnessed" that faded over time. You can get arrested and stand trial and other players can influence the NPC decisions.
But here's the thing, if you were bad enough and choose to, the court can EXILE you. You became a "bad guy" and many of the monster camps now became neutral to you with quests and etc. You would now actually gain XP for killing other players but the difference was that normal players on death lost a few items and small amount of XP, as an Exile you dropped EVERYTHING and lost a huge chunk of XP. There were no guards to protect them from other Exiles either. They were essentially play a hardcore PvP mode of the game now, but the "good" players were not and almost didn't mind getting killed.
I had Player killers and non player killers in the same game and BOTH HAVING FUN TOGETHER. They were incorporated into the game itself as they should be.

I think the general concensous across all play styles of mmo is that we are tired of corperate heads pandering to demographic that doesn't even like mmos and never was the intended audience(Casuals). I'm not saying this implies Korean level grinding, but dumbed down gameplay that started with the WoW era of mmos.
A 60/40 split, seems a little high for PvP but makes sense considering the site. Though I prefer choosing when and where to PvP (so not OWPvP) I would not assume that's what the general MMO community wants. I voted that way because when you look at the populations in titles where PvP isn't the sole purpose that's what you see. From my experience it's about a 35/65 split.
On the other hand, titles that only feature PvP are popular because you're getting what you expect. One often gets confused with the other though.
I hope at some point there will be a title that can embrace both "worlds" because the world itself is large enough for it. I think in order to accomplish this and give due diligence to both styles the progression and itemization would have to be completely separate. Why have them be in he same title? Well a developer can always come up with creative ways to make the successes of one side benefit the other. Would also create a larger sense of community.
This would be like going to a tribe that lives in the rain forest to do a poll on smartphones.

And no, WoW was not the first to seperate PvP and PvE. Actually, I kinda liked how Ultima Online did it. There were various locations throughout the game (large continent-type areas). Some were PvP, some were not. Don't wanna be ganked? Don't go to Felucca.
I want a well designed MMO with a challenge and a enough content that I can happily play it for years.
If it is PvP or not, well ideally it would have PvP, too, but it needs to be fair and sportive. There would be safe zones and a playerkiller mechanism, and there would be actual mass PvP events in the actual, non-instanced game world (not separate "Battlegrounds") in which guilds and guild alliances would fight each other over ressources.
Either way I'm not interested in a pure PvP games like Guild Wars (1, never tried 2). If a game doesnt have satisfying PvE, I'm not interested.
As an avid PVP'er in almost every game I play, I have a few thoughts about this and none of the above options represented them. [edited for space] Lastly, PVP should not ever ever be a gear grind. It should be a skill based contest between players and the goal of PVP should be territorial conquest with clearly defined winners and losers. PVP gear stratifies the PVP player base and turns the highly skilled players with the best gear into gods which drives other players away.
And that is what highly skilled PvP players want, to separate themselves from the other low level PvPers. They don't see gear grind as an obstacle, only the first step to their final goal. Those driven away are not PvPers. They are the definition of poser, one who wants the glory but at none of the cost, risk, or effort.
Grinding gear = pay to win. They grind because has no life. They paid because rich. These cancer need to go.

The only PvP I ever enjoyed was OW flagged. Less to do with me, more to do with the other guy. If he took the time to flag, he knew what he was signing up for. There was no ambiguity about ruining someones gaming experience.
I truly enjoy the option to OW grind as well. As much as we complain about the kill ten boars quests, I look for them at the repeatable level in games. It's the closest I see to OW grind.
