Whether or not is was voluntary is up for debate. The developer says he pulled it because of the "harassment" he was receiving on Steam while another possible reason is because he used some assets in game without permission or payment and Steam was given a dmca notice by the person who allegedly made the assets. Judging by what I've seen of the game, it's looks an awful lot like Star Wars Galaxies, everything from the HAM status bars, the inventory, the UI and the crafting. It's not hard to believe someone would screw over a random guy submitting a few assets when the rest of the game could easily have been ripped directly from SWG. The IndieGoGo campaign video straight up uses the Star Wars opening theme music at the beginning of the video.

Trying to purposely shut down a business with false accusations/lies would be easy sauce for lawyers.This would also be easy as Valve would be forced to divulge the person/s involved.
Even if not then sue Valve for allowing this to happen which portrays slanderous accusations,this is Valve basically saying all is true and if it is not then they are equally as guilty.Of course Valve would not be so stupid as to out right say they created this situation by agreeing with slanderous accusations,they would simply say they used their right to remove the game for no reason at all.
