  Character race is irrelevant, racial ships matter of what guns you want to shoot first, more important, train for small hulls such as interceptors, assault frigates and Dessies.
  
  

  3. Following up the previous question, what starter pack should I get? Skirmisher maybe?

  
  Starter pack? No clue.
  
  

  4. I stopped playing shortly after they introduced planetary settlements. What big changes have there been since, that I should be aware of?
  
  Sleepers, shattered space, citadels, fozzie sov come immediately to mind.

  For what you want to do this is great advice.  The only thing I would recommend is:
  
  hit F12 (in game) look about halfway down the  page and you will notcine a heading called career agents, with a littl ebox that say's : show career agents.  Do that, set them as your destination and go do their missions.  At least the Combat ones.  You will get some free ships, free skills and re-introduced to the game.  The go join Pandemic Horde and have a blast.
