Well, I don't know about worst. Shadowbane was pretty bad, but I admit that I was expecting it to be bad, and I wasn't disappointed.
The most disappointing MMORPG was probably Pirates of the Burning Sea. They had many good ideas and yet messed up the implementation on every one of them. If the good ideas that actually made it into the game had been done well, I'd probably still be playing that game today.
I think my vote is Gods and Heroes: Rome Rising. Alot of junk comes in a close second, but this mess made even unfinished indie titles like Project: Gorgon or Xsyon look palatable.
Scarlet blade. After all the negative attention it got I had to see for myself how bad it was. All the critics were wrong on it, the problem wasn't that it went for sex appeal, its that it didn't even have that.

Mortal Online was pretty bad at launch... I remember they had an option to start in a random spot in the world that I did... and I appeared before some mine and explored it and totally found nothing, no pve or anything.. I travelled in the darkness and fell and died then spirit was stuck out there in the middle of nowhere.
Honestly I would rather play MO than Global Agenda again though.. that was also possibly the worst... to get the most kills you just spam bombs at the circle where the enemies are supposed to stand.. so stupid. Control Points are lame outside of FPS games.

Arche Age for me, allowing the rampant cheating and hacking destroyed the game. Along with the release of the first expac that bugged so hard people couldn't log in and entire guilds missed out on the chance to cap areas.

Worst MMO that I've personally played? Probably Shadowbane. It might have been a decent game back when it first launched, but good lord that game aged like milk!
Worst MMO period? I dunno, there are some real stinkers out there. I'm not talking like flavor-of-the-month bad games like SWTOR, Wildstar, ESO, Archage, etc. Those games had problems, sure, but they aren't even close to the bottom of the barrel. There are games out there that make Mortal Online look like a masterpiece in comparison.
I remember seeing one that had me in tears of laughter when I saw it in action. I think it was called Gekokujo Online or something like that? It looked like the kind of "Game" you'd see on Law & Order or that one episode of NCIS.
I don't game hop, so there are only a few MMOs that I've played for a decent amount of time to be able to evaluate properly, plus a load of betas to give first impressions.
The MMO that evokes the most negativity is SW:TOR.
Most of my negativity comes from the endless missed opportunities. Combat? Lets stick to just the trinity and shove enrage timers on everything. Story? Same old generic crap, just presented better. World design? Lets ignore massive worlds and go linear crap. Classes? Na, screw unique, lets make them all play the same. Lightside / darkside? Screw it, lets make it purely fluff. Companions? Screw the investment, lets make them dull. Game engine? Lets take an unsuitable engine and hack it badly. PvP? Can't do world pvp due to engine. Space flight? Lets ignore doing it properly and put it on rails. Gear? Lets ignore player skill and go for ridiculous stat inflation.
Admittedly, some of my resentment for SW:TOR comes from the fact that it isn't SWG2.0, but I knew that going in. I just was (and remain) shocked at how Bioware didn't get a single feature of their game "right". In every single respect, they fell short of the mark which just shouldn't be possible with that large of a budget.

ironically ArchAge would be the worst but its not a bad game. followed by EQ2 which is also not a bad game. they are just both not as good as all the other MMOs I have tried

Any game that wouldn't even startup on my system, had long and complicated fixes when you researched it on the internet, and still had no guarantee the fix would work after you applied it.
Worst MMO would be Wildstar. Worst ever was ESO at launch (1st month). Constant crashes, phasing problems, duping, bots, system sometimes logging you into other accounts. It's much better now.

I was a big player of UO, for at least 2+ years when I first tried EQ - I think it may have been late 2002?
Yeah, I remember I was a freshman in college and my little brother kind of took over our UO account (shared one) after I moved away.
My suite mate showed me EQ, I had obviously heard about it but had never played it.
I played it on his computer for like, an hour or two while he was in class... absolutely hated it, thought it was stupid and pointless and just rubbish compared to my lovely UO.
I remember buying Earth and Beyond sometime not too long after that, which was my first real "level grinder" MMO before SWG and then later WoW.
I can't name the worst, but if we think how general consensus sees World of Warcraft as the top dog of all MMOs, does it really matter what miserable product has an honor to be the worst of the worst?

Close second would be SWTOR. Very unimaginative and unimpressive for the budget.
