It's addressed to "certain people," not everyone.
It states a fact, these certain people do not know the intent of the dev team as they are not part of it.
Said team is under no obligation to share their intent, whether or not you pay them for it.
Apparently these certain people are spreading their assumptions based on ignorance (or outright lying) of the real situation and its causing upset with the greater community.
More so, it is implied these certain people have threatened to cause trouble for the owners (which is where the real cyber bullying is happening) and he is cautioning them not to try.

I have been a GM on another game for years and the amount of bullshit I got for doing my job was insane. So I did the same as the owner of this server: I told people to keep their speculations and bullshit to themselves or else they will get a ban.
You know - no one is forcing you to play on a server which is run by fans for free. If you don't feel valued for your "input" then just leave.
Private servers are generally garbage. The idea that you can just take someone elses game and run it on your own server with your own rules is nonsense. I guess some people have such an amazing sense of entitlement that they think this is ok, but they usually get a wake up call when it gets shut down. There are a few private servers running games that no longer exist, but if you are playing a private server version of a live game, then you really have nothing to complain about. This is like complaining that the heroine you bought on the street corner is not strong enough or that the stolen TV you bought was broken, or that the pirated dvd you bought had bad sound quality. If you had any sense, you wouldn't be on a private server to start with or at least understand that it is not a legit service so you have nothing to complain about.

As I said, it is not their IP. That alone makes it an illegal operation.
Then we can add all the other reasons I already mentioned, like reverse engineering proprietary codes, using the assets that is owned by EA and Warhammer, and so on and so forth.
It does not matter whether the servers are long dead (which I already said too), if you don't own the IP, the assets, the rights, the proprietary code, you are operating illegally.
Unless EA released the code under the public domain or some FOSS license, which, I have not heard, otherwise, it would have been a news bomb in the FOSS gaming community (like how iDsoftware did for their codes and other similar companies).

Using someone's copyrighted material, or parking on someone else's property, is usually illegal.
A person asking you to stop, a person taking you to court over it, even a court giving judgement do not normally make something illegal. They are only enforcing laws and legal rights, and acting because the action you took was illegal in the first place.
Think of it like speeding: If you speed with a car, it's illegal. I don't think that's really how law works... What you're referencing is an entities choice on pursuing litigation. The loophole here being that the entity itself may not be in a position to make a choice.
As you say, just because some forum monkey claims something isn't illegal doesn't make it so. It's too complicated for laymen like us to know for certain. It's why we have law degrees and legal departments.

Using someone's copyrighted material, or parking on someone else's property, is usually illegal.
A person asking you to stop, a person taking you to court over it, even a court giving judgement do not normally make something illegal. They are only enforcing laws and legal rights, and acting because the action you took was illegal in the first place.
Think of it like speeding: If you speed with a car, it's illegal. Sometimes the cops will stop you and fine you, most of the times no-one will notice and act against you, but in no case is speeding with a car legal. And you're able to have things like illegal private servers much for the same reason you're able to speed in some nearly deserted roads: Often your actions are so inconsequential that no-one gives a fuck even if you're breaking a law.
That doesn't make it legal. It just shows that no-one cares enough to stop you.
As you say, just because some forum monkey claims something isn't illegal doesn't make it so. It's too complicated for laymen like us to know for certain. It's why we have law degrees and legal departments.
