I wish they had single player buy-to-play turn based hero collection games. Whale-vs-whale P2W combat sucks ass.

IIRC, it is an R2Games browser game.

Fooled around with it some, after perusing the cash shop, it is most definitely pay-to-win.  Not much substance, a real grinder only alleviated by cash shop purchases.

All of those games are pay-to-win. The servers generally make the most amount of money in the first 2 - 4 weeks of being open when everyone is rushing to be #1. Then things start dying out. So they continually release new servers every few weeks or so. Wartune for example has over 500 servers just on the Proficient City publisher platform alone. When the aging servers inevitably dwindle down to ridiculously low levels, they just keep merging them.

While it makes sense to have this model in the short time I cannot see how they can continuously get people to spend the money and rely on that method to earn because it would seem that the people who spend the money would want to keep what they have bought instead of rolling on another server and start over from scratch and pay again. At some point they would run out of people who haven't caught on.

People keep going for it hook, line, and sinker. And there are people who will continue to play on their initial server, and will keep spending money. Another tactic they use is making new games, which are 90% re-skin of another one of their games.

It apparently takes a surprisingly long time to reach that point for some reason.  Heck if I know why, but it definately lowered my opinion of humanity's overall intelligence a good chunk, that's for sure.
