So not an mmo where your healer can't just be great/decent at endgame, but an mmo where a healer can be fun (survivable, not OP) during the leveling process. And where leveling is slow compared to most modern mmo's.
Lineage 2. The healer is great at healing but has low dps so takes longer to kill stuff solo. Aion is about the same except you can be a straight up healer or a healer buffer.

tree of savior has one of my favorate healers, you start out with panel heals that recover your hp if you walk into it (damages enemies that step on it unless you toggle it off in skill menu) there are various healer builds available which can be found here http://www.tosbase.com/tools/skill-simulator/builds/ this game is the spiritual successor to ragnarok with instance dungeons.
