HTML5 should be fine for an mmo. You just aren't going to have mind-blowing graphics. It's pretty much going to be written in C at the server and C# for the client.
This sounds awful and cheap like the Albion system, which has no meaningful character development. I find it hard to understand how people allow these games to put on an rpg tag because they have items and purposefully included absolutely no rpg systems. I could be wrong about this game, but seeing this made me not want to look into it, since they listed no bullets for anything rpg related at all.
