The more alive the game feels the more people roleplay. Immersion is the key to RP.
And a lot of what makes a game feel alive is in the details, small things that doesn't affect the game really. A few stones in the wood that might once been the foundation to a building, people dicing and actually drinking at your tavern (maybe even singing a drinking song at rare occasions)... Small things like that set the mode.
If a game is like Diablo (particularly the first game) where everything fills a purpose to either be killed by you or selll/buystuff to you there is no room to RP.

there needs to be an eSports league for roleplay, dream hard enough and it will happen, MLG had talks!
It would be pretty hard judging that, it would be easier to just reward people for good roleplaying now and again (you could have some people (like GMs) who could award some fluff, achivements and similar things to goof RPers).
