I wonder what determines eligibility as I've spent money on MHO but I don't qualify. Do consoles and Steam not apply?
eligibility is determined if you had same email registered on trion and MHO and played something from them you won't be able to use it...
i had 10 MHO accounts, 1 was on same email as i used for Trion games rest of them was MHO *only* emails = on 9 "MHO only emails" it was working for me, on 10th which i was playing rift i had "You either must log in to claim or are not eligible to claim."
So you have to have a MH email address that you never used with Trion. That explains why it's not working for me. I didn't get Primal because they couldn't fix my Steam account linking.

Okay, let me rephrase that. I am making two statements here: 1) progression and content were lacking and 2) progression was ill-conceived.
It was very possible to get max tier (if not best in stat) gear very quickly, depending on character. Maxing omega within a week is not possible/feasible, but it would be difficult to argue that omega points are content as they aren't compelling to chase and do not change the way one plays content to obtain; their only purpose is to provide some marginal progression to an account over time in the same way as D3's paragon points.
Content was the bigger issue. The game had a short story, completable in a few hours. It had a few patrols which loop roughly an hours worth of content endlessly. It had terminals, which were just story boss fights with difficulty settings + 3 unique terminals.
This left X defence, danger room, randomly generated scenarios, and raids to pick up the slack, which they didn't, because most of these modes went unplayed.
Because variety of content to chase progression was unsatisfactory and several modes were effectively dead content, this basically turned the game into a prestige grinder for most.

I submitted a ticket and they've made some changes to my account so that I can accept one of the packs with my 'current' Trion account.
If you can't claim on your existing account, submit a ticket! It took a couple hours to get a response.

They never added the content that needed anywhere close to capped omega. You also didn't need to do raids to get raid gear.

It was very possible to get max tier (if not best in stat) gear very quickly, depending on character. Maxing omega within a week is not possible/feasible, but it would be difficult to argue that omega points are content as they aren't compelling to chase and do not change the way one plays content to obtain; their only purpose is to provide some marginal progression to an account over time in the same way as D3's paragon points.
