In the 3rd devblog about Fractured it is explained that there is no grind, no lvl's and no xp (and no powergap between gear too). Instead you devellop your character horizontally by becomming more knowledgable when you explore the three planets:

Spots that are often overcrowded or locked by zerg guilds. I really hope this knowledge system will bring something different. Do you think this is a system with no grind or nust a different kind of grind?

I found a lots of spotlights here presenting a game and how it will look like. Lets hope devs are successful in bringing their full vision into reality.
I also like that if you create your account already, just by reading about the game, sharing on social media, and just by discussing it a bit in their forums, you can already get a lots of nice free rewards, mounts, outfits, even in game currency, and it costs you nothing.

Can it still work,yes because stats are EASY to implement,they are just numbers.
There can be an easy way to do it that gives players CHOICE.
The way is for the devs to offer deep combat systems with various resistances.So then it is not as easy as go there,best xp.Second you create bonuses to drops/xp and rewards for certain types of killing.
So target area A might be good for chaining kills to get bonus currency,another target area might focus on better drop rates for crafting items,another target area might offer better SKILL "Sword skill/Axe skill etc etc"xp for chaining kills and another area might offer rewards for various combination killing,example kill a rabbit then kill a Crab then kill a Buffalo then kill a Beastmen like an Orc or Goblin and if done in proper order and within a time limit for each kill then you get a nice gear reward or something else.
That way the choice is yours,do you want crafting items or currency or fast xp or gear.
Bottom line is that each way you feel like you are accomplishing more than one simple goal which is to level up.
Never forget 3 mile Island and never trust a government official or company spokesman.
EDIT- how early on is it? I'm not a huge fan of playing anything earlier than beta builds, and likely won't shell out any cash until the game looks worth it right at that moment.

I like the way GW2 handles it, as there is progression, where I can level up and the lower level players can't do that content, but if I want to do the low level zones for, map completion, or quests, or what have you, I can still gain progress from it.
It's a pretty cool compromise between the two desires.
