That's a lot of RAM. Unless you're doing something special, I think you could just get 16 GB and save yourself $150.
Also if I were you I'd decide to either get a better cooler immediately, or try to stick with a stock cooler. A better CPU cooler is good even if you don't OC because it will make the computer run quieter, CPU cooler prices aren't going to fall so you won't save any money by waiting, and if you wait and buy later then you need to go through the extra hassle of switching CPU cooler.
It's up to you whether you want to use stock cooler or get a better one, both are viable options, but I'd decide one now. Waiting won't gain you anything.
