It'd be a good move for the lore build-up of the game world to do unique events that could even be a one-time thing when a player or group of players find the specific fugitive; tho MMO's tend to have a "make-believe" type of lore so all players can engage into the same content, what kinda derps it out.

That is a community event. Paid by voluntary community subscribers/backers like me. Separate from the development branch. That is why you will not find it on the development road map.

Currently the fugitives have gone to ground in the Banu system Bacchus according to the latest news. More and more smugglers help them with wrong sightings. One talented hacker has diverted a Starliner into the way of the chasing Advocacy ships to delay the pursuers, so that the duo was able to make it to the jump point.

It's not on the roadmap, neither do I think it will, this should be GM events and such that is something discussed before, it's something to expect down the road.
