It's on the level "If you pay my construction company now I will use the money to build you a house. If our company ever announces that we're insolvent we promise the company will refund you all the money".
Intrepid has no business besides making Ashes of Creation. If they ever announce that they won't be launching the game, it's very unlikely that they'd somehow have money to do refunds either. It'd just give you position as a debtor to insolvent company.
So it's the standard 14/30 days depending on the crowdfunded project and that's it, different devs have their own approach, some allow full withdrawal during the first years of a project then they enforce ToS.
A couple examples from previous failed MMOs: Revival announced "indefinite hiatus" and disappeared; SotA simply took what they alredy had, duct taped it together and called it "launch"; Pathfinder Online simply became radio silent; Greedmonger cynically promissed refunds (at least twice IIRC) and never did it - in each of these cases without legal or financial consequences.
