not really, all depends on how micro transactions are being embedded. It's still Perfect World. I remember how I enjoyed Neverwinter Online in Alpha and Beta, not going to make that mistake twice.
Please let this mean that (at least the majority of) cosmetics will be earnable / unlockable in game.

I see this as blizzards move away from old fans and toward making new mobile fans. Sad, but if the money is there from mobile game players, they won't look back....

Actually Perfect World were involved pretty early on - the publishing deal was announced in April 2009 i.e. basically halfway through Torchlight 1's development(which was only 11 months). A year later, half a year after TL1 was released and more than 2 years before TL2 was released Perfect World bought a majority stake in Runic Games. And at this point they could do whatever they wanted to but they left the people in charge of Runic to make the business decisions. In 2014 Travis Baldree and Erich Schaefer left the company to make their own two-person game studio. The remaining founder - Max Schaefer left Runic Games in 2016 to found Echtra and make Torchlight Frontiers when Perfect World told him "We are going to pay for you to make a new studio and make whatever you want." So he took the opportunity to make the game he wanted to make when he, his brother and Travis Baldree founded Runic.
They also closed down Runic Games, the developers of Torchlight 1 and 2 to focus on the microtransaction dispenser "games as a service".
Come on, I've recapped the whole history of PW involvement in Runic - TL2 has been developed almost entirely after PW purchased the studio. Saying that they took over the studio after TL2 was released is factually incorrect. They did not influence the game not because they could not but because they did not want to and the founding of Echtra was actually based on the same premise - Max Schaefer would make the game however he liked so the power of how the game is made and what is monetized is actually in the developer's control. At this point the devs have said that they do not know how they are going to monetize the game. Founder packs are likely but then again Founder Packs nowadays exist for everything including single player games.
