I have no idea but the scenario you described sounds very plausible to me. Back in 2005 a WoW server was hijacked by Italians. They refused to use english in general chat and since very few of them actually even spoke english it was very hard to group with them. Needless to say, playing there was impossible.
French speaking players also tried to do that for one of the Wow servers that was for English as well. It seemed that a lot of them were from Quebec. It went for several weeks with them harassing those speaking English until Blizz finally put the hammer down and started broadcasting about it to the server and banning the worst of the offenders. You know, back when you could actually get the GMs and customer service people.
Is the problem brought up in ATLAS solely about people not speaking English? I don't think so and whoever started that stupid argument in this thread is a race baiting POS. The original argument brought up about the Chinese was that they were cheating, severely. THAT is the problem. No one gives two chits if someone speaks English or not. Just play the damn game legitimately and this entire discussion will become nonexistent.

You always have people in games like this that jump to blaming the easiest target for why they keep losing or why they can't play the game the way they want to. And a group of Chinese players is a really easy target regardless of the truth. Because the reputation is not entirely undeserved. So you have a group of players with a few Chinese, a few of them don't use english. All the sudden it get twisted into oh they are all Chinese. And then it's hey I saw them hacking/cheating.
Most likely the person calling foul is just an idiot. There are far more idiots then hackers.
When Lineage 1 had western servers NA players whined to no end how Koreans dominated the game. They complained about Korean, Chinese and TW players using Linmate. Like you said there was a lot of truth mixed in with mountains of salt. I think that made it harder for NA players to earn be treated with respect and ultimately led to the demise of the game. The western servers closing is our loss in my opinion.
I think NA and EU players could take the high ground here and kick ass despite being at a perceived disadvantage. But no, it's whinging and whining all day long about balance, level playing field, entitled fairness, blah blah. Those are all great things, but crying every time it doesn't work out that way is embarrassing.
Lineage 2 went through that as well. First is was Chinese, lol I still remember their guild leaders name: Finalboss. After they got bored and moved on the Greeks tried to take over the server, and eventually the Russians. After it went FtP I have no idea what happened. But it did keep the server lively with PvP.

Towards the end of Shadowbane's life servers were dominated by huge chinese populations. They would band together at first but over time they split and recruited western players. My guild was 90% chinese but they tought me a little chinese to communicate over vent and through Pinyin. After a few weeks I was reliably able to communicate basics for an MMO such as the different buffs, classes, typical LFG lingo and greetings.

TLDR version: while there is great evidence of Chinese gamers cheating, (lots of evidence below) I could not find any hard facts around exceptional cheating going on in Atlas by Chinese players.
For those interested, here's what I found about cheating by folks living in China.
Historically Chinese gamers have reportedly cheated in great numbers, (up to 99% of all cheaters by some accounts) particularly in PUBG where one can easily find multiple articles about the subject.
Apparently Chinese players fondness for and "prowess" at using cheat plug ins is so well known Dell decided to create a marketing pitch on how well their laptops will support cheating. (I'm not making this stuff up)
Apparently cheating in competitive events is quite prevalent in China, just last month several hundred half marathon runners were banned for cheating which included taking shortcuts or having other people run on their behalf.
Not everyone cheats in China you say? Perhaps not, but when authorities found one entire city cheating so badly on university entrance exams (49 students submitted identical papers in one case) and tried to put an end to it, the school was stormed by rioting parents and students, (seriously, this is true)
I could go on for hours, there is dozens upon dozens of articles about Chinese cheating in gaming and many other walks of life.
Are the percentages greater than any other nation, I dunno, but there aren't a whole lot of articles about Norwegians cheating in much of anything. (Except for some questions around their dominance in Winter Olympic sports)
One thing is pretty clear, Chinese moral standards around "cheating" are "different" from much of rest of the world and it isn't being "racist" to raise a question as the OP did in light of the actual prevalence of cheating going on.

There is no actual race called Chinese, as it is reported that over 50 ethnic groups live within China's borders.

There were 3 or 4 twitch guys who were streaming that were cheating directly and a couple others who caught their cheating on their own streams. The vods for all (and a couple of the streamers) have all disappeared.
There will be a wipe after the 2nd or 3rd. Thats why this special 2.5 times harvesting perk is going on to give people a chance to make all the 'cool' things, and then when they wipe it all they can say you only had it because we gave yo more than double the server norm for a few days. And that its EA. So ironic when we see all the defenders cry like little girls when they lose all their stuff they 'worked' for.
But if they havent fixed the dupes and the hacks it wont matter, and its unlikely they will get them all. But of course everyone who gets everything they lost in the wipe back in 24-26 hours it will be because they now understand the game mechanics and how better to utilize resources, not that theyre still using the same hacks and cheats they did since day one.
There will unlikely be any hard evidence of this since I am sure people now have enough brains to not stream any of it. But they could still make a mistake and someone could catch it.
In the end it doesnt really matter because like I said somewhere else the game will be empty in a few weeks, at least the official servers. You might have a few RP servers rolling around on whatever they have doing what they do. But Atlas being some savior of MMOs and the PvP portion of MMOs isnt going to happen.
