According to Reddit user YeetLordSupreme, Anthem's starter rifle seems to be the best in the game damage-wise. After conducting a number of experiments with weapons up to and including a max-level Masterwork firearm, it was determined that weapon damage and enemy health scale based on the weapon being used by players. A scar monster, for instance, took 6 bullets to kill leading one to think it would take about 30 for a level 1 gun...but, no. Just 4.
Hey everyone – Thanks for the feedback on this. I have confirmed with the team that this is in fact a bug related specifically to the default items on a loadout in combination with higher level gear you have equipped. It’s not functioning as intended and the team is working on it for an upcoming fix.

It does indeed feel like the lvl 1 cloudburst is killing mobs faster than my endless siege (not much faster tho) the problem is the endless siege holds maybe 5 times the amount of ammo and i would run out of ammo on the cloudburst befor i killed a gm2 mob that had shields.
So if your farming trash on gm1 them maybe it would be better with the starter gun but in anything with a bit of a challange i would stick to my lvl 45 guns as the sustain firepower would win in the end at least on the colossus.
It's obviously great getting a new gun that does more damage when the enemies gain health the second you equip it.
It's like false economy...
Fixing this bug won't change that enemies gain more health when you do more damage. It's highlighted a really ugly mechanic in the game.
I would doubt that most people actively playing kept their starter rifle. I salvaged mine after the second drop.
I ask because it's impossible to salvage the first weapon for 'each' Javelin. They are stuck in your storage forever.
You can salvage it.
You know... as a player, maybe I should have tried harder to keep Tabula Rasa afloat...
Personally, I don't care if the default weapons are better. I want to get loaded up with the highest tier loot available, just because I can. As long as the gameplay keeps me engaged (so far, so good) I can grind forever. This is an MMO site after all, and anyone who says they don't like grinding isn't an OG MMO player anyway.
As a matter of fact, a lot of the positive things they talked about never hit these forums. Just the negatives. Haters gonna click-bait.
As for The Division 2 (Read: The Reskinned Division 1 Part 2.) beating anything out, I'll play it because I live in D.C. ,not because it's new and fresh.

Either way, this feels like regression. How glad I am that I never got into this business as I'd hoped when I was a kid...
Thats what I thought too reading this
But if thats the case a fix isn't implemented that easily because messing around with the level scaling might break so many other things
