Yeah just checked it out. The launcher has a couple black and white aspects, then the first loading screen is black and white. Was just a tiny bit sad it didn't go further than that!

It does go further, but as it turned out (logged in with multiple characters to grab the perk) it is location-based. Namely, they just did Millennium City, and even there only the "outdoors", so if you go in to the club or the academy, that has normal colours.
But of course MC is the largest zone, and during FoxbatCon most players are there by default, chasing down Foxbat... maybe Cryptic was lazy, or "cost efficient", doing only that monochrome.
edit: My bad, probably i wasn't patient enough in the morning, or
it wasn't fully patched yet. Now all zones have the monochrome change. Lemuria
looks amazing this way... sometimes it still takes 5-10 seconds after zoning in the first time to apply it, but apparently now it is everywhere.
Actually even MC has its limits, if you have aerial travel powers, or a vehicle, and you fly high above the city, near the "ceiling" of the zone the colours switch back to normal and when you fly back down a bit, it turns into monochrome again.

The corsair launcher launcher was the best and most relatable by far. It's coming to that point.
